(Severe Unfavorable Trait)
A character with this trait has made various members of the criminal element mad at them.
Perhaps they are a criminal themselves who has come into competition or somehow doublecrossed a major crime boss; maybe they are a crusading attorney or reporter who has tried to bring down one or more organized crime groups thru publicity, investigation or courtroom efforts; maybe they stole a large sum or money (or borrowed and failed to pay such back) from a major crime figure; maybe they decided to take revenge on a criminal organization that they hold responsible for the death of a loved one, parents, or sibling as a vigilante.
Or it could be that they had a romantic encounter or involvement with the wrong person, who's parent/lover/spouse/ex decided to take out a 'contract' for their destruction, or perhaps they took a bribe and didn't stay bought, or fired or replaced the well placed 'straight' nephew of a crime boss that had plans to use that position for leverage elsewhere, or failed to pay extortion requests when on the appropriate turf, or maybe they were the witness to a really big crime.
Whatever the reason, work it out with the GM. Realize that criminal organizations can have long arms, that reach across borders, and that they don't have to play by any rules. They can come at you from directions you didn't know existed to hurt you, cost you money, cost you employmeny, cost you friends or cost you the lives of loved ones. Taking this trait has a world of trouble behind it, but if a character is tough enough, smart enough and creative enough they might one day get rid of those who are behind their suffering or outlive them all.
This trait may be unacceptable in certain campaigns with backgrounds where this wouldn't fit, so it is limited by GM approval. It combines well with traits like Wanted Criminal or Framed For A Crime and may need Alternate Identity to make it survivable in the really long term.
